Georgia Collaborative ASO

Welcome to the Georgia Collaborative Administrative Services Organization (ASO) website. Working with the Georgia Department of Behavioral Health and Developmental Disabilities’ (DBHDD) network of more than 600 providers, the Georgia Collaborative ASO facilitates the delivery of whole-health, person-centered and culturally sensitive supports and services to individuals and their families throughout the state.

The Georgia Collaborative is currently implementing a new administrative services organization (ASO) contract with the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) to provide administrative services in support of Georgia’s public, integrated behavioral health and intellectual and developmental disability (IDD) service system. The ASO serves adults and children who are eligible for fee-for-service Medicaid and those who are uninsured, as well as adults with IDD.



Serving over 600 providers, services include:

  • Maintaining a 24/7 crisis and access line for behavioral health and developmental disability services
  • Deploying integrated information technology system for behavioral health and developmental disability services
  • Using state-of-the-art technologies to create efficiencies and improve the quality of care
  • Providing focused utilization management and review services
  • Quality Management oversight and consultation for all Behavioral Health and Developmental Disability providers

Operating as the Georgia Collaborative ASO, we have partnered with longtime healthcare contractors Behavioral Health Link (BHL) and the Delmarva Foundation (Delmarva). BHL provides telephonic and mobile crisis single-point-of-entry services for the Georgia Crisis and Access Line (GCAL), as well as all other ongoing operational elements of the GCAL program. Delmarva will conduct Person-Centered Reviews, Quality Enhancement Provider Reviews and other quality oversight and reporting services relevant to the IDD quality management system.


The Georgia Collaborative ASO is comprised of three companies that in partnership with DBHDD and its providers deliver integrated behavioral health and developmental disabilities supports and services for Georgia’s 200,000 Medicaid and state funded recipients:
